The Ministry of the Environment and Energy Safety has published the new rules on the operating methods required for transmitting data to RENTRI, the National Electronic Register for the Traceability of Waste. The Decree n.143 it also defines the new access and registration methods envisaged for operators and the IT requirements necessary to guarantee the correct use of identity, authentication and subscription tools.
The progressive digitalisation of the waste management process allows us to eliminate paper document flows using new technologies, such as digital signatures and PEC management systems. In fact, the use of digital signatures, especially in the professional field, allows you to speed up processes, eliminating the time wasted on printing, signing and sending paper copies. In fact, as reported by InfoCert, the No. 1 Qualified Trust Service Provider in Europe, modern solutions for the electronic signing of documents, such as the sign with SPID, allow you to abandon paper and make a green choice that reduces environmental impact. Signing with the SPID also allows anyone to authenticate with their digital identity to sign any type of document with full legal value, using the credentials of the most important providers.
Furthermore, the Ministry indicates how to use the package of tools with which it is possible to use electronic digital certificates for the application of the digital signature. Using these certificates it is possible, for example, to sign the FIR, the Waste Identification Form, in digital format and transmit the information to RENTRI respecting the technical rules established for the interoperability of data with the Public Administration.
Which companies must register with RENTRI
The subjects foreseen by the art. must register for the RENTRI, by authenticating on the dedicated electronic platform. 6 of Legislative Decree no. 135/2018 and conversion law no. 12 of 2019. The obliged entities include: companies and entities that carry out waste treatment, entities that produce hazardous waste, entities and companies that collect and transport waste dangerous or who operate as traders or intermediaries. Among the subjects obliged to register with RENTRI also include the consortia for the recovery and recycling of certain types of waste and the subjects provided for by Legislative Decree no. 152/2006 which deal with non-hazardous waste. The costs of managing the Register will be covered by the payment of an annual contribution and a secretarial fee paid by the members.
